shifting problems

I have a jamis 650b1 that was a 9 speed that I just switched over to 10speed. x9 shifter and deraillure , cassette and chain. was a triple chain ring in front but I removed the large ring because I never use it. no matter how I adjust the rear cable tension it will not shift cleanly through the gears. sometimes it moves two gears up shifting,some times shifting down. tried less tension on cable and more tension on cable. getting frustrated. any suggestions would great, thanks
 
I would start by checking your chain length; it is likely to long for what you have on there now. You should see a line drawn between the two derailleur pulleys making approximately a 90 degree angle to a line drawn between the wheel axles.

If shortening the chain (reference Park's website, and remember to fully compress your suspension when setting it) doesn't fix your shifting, check their sections on setting up derailleurs.
 
As others have said, there could be many things causing this. I recommend checking:
1. Chain length
2. B-Screw adjustment - On SRAM, I believe to top pulley should be 6MM (or 10MM can't recall, but easily found in the doc with the derailleur or on SRAM.COM) from the number 1 cog on the cassette.
3. Cable adjustment - Start with the cable unattached, make sure the derailleur shifts to gear 9 and has no noise / rattle like it's trying to shift to gear 8. You should get it close to that point with the adjustments screws then back off until quite. Then attach the cable. When going to gear 1, make sure the screw adjustment does not allow the rdr to over shift as drop the chain toward the center of the hub behind the cassette.
4. If that fails, the derailleur hanger may be bent, typically not able to see it with the naked eye, but with a tool, it can be aligned. If you can't find a shop local, I can do it for you if you PM me and we plan a time.

Lastly (and should have been first) are you sure the RDR is not a 10 speed which is not compatible with 9-speed due to a different pull ratio (1:1 vs exact actuation)?
 
Make sure the shifter cable is captured in the correct location on the derailleur. There's a specific groove/channel it has to sit in or the ratio will get thrown off and it will never shift right.

I recently had the same problem and turned out being the chain.
I had a sram chain on a shimano drive-train and could never get it to shift always jumping two up or two down.Switched to a shimano chain and all is well.
