Who ever is building keep doing it, SO WE HAVE ONE LESS PARK TO RIDE IN. The rangers know about them. If the trails keep popping up the state is going to step in and close the park.
There is a seal that is bad you may not be able to see it. But when you fell on the lever the force of hitting the ground blew a small hole in one of the seals. You should be able to get a rebuild kit for that lever. Once you replace all the rubber o-rings and rebleed it you should be good to go.
