About 3” long, copper by the patina?
Markings are:
#4 SOL
Pat 2215 (incomplete, maybe another 3-4 digits that can’t be made out)

Looks like a weight that goes inside a window frame, makes the window easy up and down.

A little small and light for that application, plus I’ve edited- I think it’s copper, not brass.

I may have something based on a search of the 2,000+ patents that include digits 2215...

Looks like a tension sleeve for wire. Similar to a turnbuckle.

Wire splice sounds right. #4 SOL probably refers to 4 gauge solid (vs braided) wire.
